Announcement on Change of the Name of the Domestic Accountant 

Zhejiang Southeast Electric Power Limited (the "Company") receives a Notification regarding Change of the Name of Zhejiang Pan-China Oriental Certified Public Accountants to Pan-China Certified Public Accountants from Zhejiang Pan-China Oriental Certified Public Accountants. The Company is notified that due to the needs of business development, Zhejiang Pan-China Oriental Certified Public Accountants has acquired Kaiyuan Xinde Certified Public Accountants. After the acquisition, the name of Zhejiang Pan-China Oriental Certified Public Accountants Co., Ltd has been changed to Pan-China Certified Public Accountants Co., Ltd. It has been approved by State Administration for Industry and Commerce. Enterprise Legal Person Business License has been obtained from Zhejiang Branch of State Administration for Industry and Commerce. In this regards, the name of domestic accountant of the Company for the year of 2009 has been changed to Pan-China Certified Public Accountants Co., Ltd.
