Changes in Significant Shareholders' Interests Arising from the Allotment of 40 Million New Shares

Steppe Cement Ltd (the 'Company') confirms BlackRock, Inc did not subscribe for new shares in the recent 40 million share offer and as such its interest remains as 8,524,363 shares, which now amounts to 5.54% of the total shares in the Company.

Each of the other significant shareholders in the Company subscribed for new shares and their interests following the allotment are understood to be:

David Crichton-Watt and his family - 23,891,177 shares (15.51%).

Azmi Wan Hamzah (via Halfmoon Bay Enterprises Limited & Mango Bay Enterprises Limited) - 23,039,306 shares (14.96%).

Michael Wilson and Partners - 13,407,852 shares (8.71%).

Javier Del Ser Perez (via Portola Group Limited) - 10,517,659 shares (6.83%).
