The Financial Services Authority ('the FSA') temporarily suspends the securities
set out below from the Official List effective from 3/12/2007 7:30am at the
request of the company pending notification of its half-year results for the
financial period ended 30 September 2007:

            Ordinary Shares of GBP2 each; fully paid                                      (GB0007395642)

            8% Cumulative Redeemable Preference Shares of GBP1                            (GB0000559145)
            each; fully paid

            4.9% Cumulative Preference Shares of GBP1 each; fully                         (GB0000560473)
            paid
